If you’re living in a region (Texas & Illinois) where the use of filters and effects needs your permission to opt in, you must turn on Face and Hand Effect. Enabling the feature gives consent to Instagram to use face recognition technology.
How to Enable On Hand And Face Effects On Instagram
1) Open the Instagram app on your phone, then tap on your profile picture in the bottom right corner of the screen.
2) Tap on the three lines in the top-right corner.
3) Tap on Settings.
4) Tap on Privacy.
5) Scroll to the bottom and tap on Face and Hand Effects.
6) Now, toggle the Allow face and hand effect option.
You will now be able to use the filters and effects on your stories.
